Canada and Quebec launch plan to deliver nearly 865 affordable, supportive and transitional homes across the province

Canada and Quebec have announced a new partnership to accelerate the delivery of nearly 865 affordable, supportive and transitional homes across the province, in a move aimed at expanding housing options for vulnerable groups through a total investment of $200 million. The announcement was made in Quebec City just two months after both governments confirmed a memorandum of understanding on deploying Build Canada Homes funding in Quebec.
According to the official release, the package includes 14 supportive and transitional housing projects that will create just over 390 homes for people experiencing or at risk of homelessness, survivors of domestic violence, people with disabilities, and individuals with complex mental health needs. Build Canada Homes will contribute about $65 million in capital funding for these projects, while Quebec will provide up to an additional $65 million and cover operating support needed to maintain services over time.
The plan also advances four affordable housing projects expected to deliver nearly 475 homes, backed by roughly equal contributions of about $35 million each from the federal and Quebec governments. Together, the newly announced projects bring the total close to 865 homes across the affordable, supportive and transitional housing stream.
Among the projects highlighted by both governments was the Îlôt Saint-Vincent-de-Paul development in Quebec City, presented as one of the first initiatives expected to move forward under the partnership. The federal government also said the announced projects align with Quebec’s affordable housing program, PHAQ, the Canada-Quebec Housing Accelerator Fund agreement, and equivalent Quebec housing investments announced in its 2023 and 2024 economic updates.
The announcement underscores a broader effort by Ottawa and Quebec to speed up housing delivery, especially for people whose needs go beyond simply accessing a unit and include long-term support services and stable community-based living. It also highlights the expanding role of Build Canada Homes, the federal agency launched in September 2025 to scale up affordable housing construction and financing across Canada.
