Canada is preparing to cut more than 12,000 full-time equivalent federal positions over the next three years, in one of the clearest signs yet of how the government’s spending review is reshaping the public service. The figure emerges from new departmental plans that outline expected savings through 2028-2029 as Ottawa pushes ministries and agencies to lower operating costs and reset priorities.

Early figures show some of the biggest reductions are expected at Public Services and Procurement Canada, with 1,793 positions affected, followed by Statistics Canada with about 900, and Health Canada with roughly 942. The cuts stretch across key institutions involved in procurement, national data collection, and health policy, making this more than a narrow administrative adjustment.

While the government frames the move as part of modernization and efficiency efforts, the scale of the reductions is likely to raise broader questions about service delivery, staffing pressure, and processing capacity across the federal system. The use of full-time equivalent positions also means the number reflects an administrative staffing measure, not necessarily a one-to-one count of individual workers.

The reductions are part of a wider plan to generate major federal savings over the coming years. Budget documents say the comprehensive expenditure review aims to save C$9 billion in 2026-27, C$10 billion in 2027-28, and C$13 billion in 2028-29, suggesting that workforce reductions are only one part of a much larger restructuring effort inside government.

At its core, this is not just a staffing story. It is a test of whether Ottawa can shrink costs without weakening the services Canadians rely on. That question is likely to define the next stage of the debate as departments begin turning spending targets into real-world changes.
