Ontario’s Progressive Conservative government is facing renewed scrutiny after a report revealed that Google Docs was used to create or circulate materials tied to cabinet work, including policy proposals, briefing documents and prepared remarks.

The details emerged through an ongoing freedom-of-information appeal, where the province is fighting disclosure of a set of records it says would reveal the substance of cabinet deliberations or allow readers to draw accurate inferences about what was discussed behind closed doors.

According to the report, at least nine documents were created or shared through Google Docs, spanning draft policy materials from 2022 and documents linked to cabinet planning in 2023, including a rollout plan that referenced remarks delivered during a Sept. 5, 2023 cabinet meeting.

Opposition leaders raised concerns about security and accountability, arguing that using non-government channels for sensitive records undermines safeguards typically associated with cabinet documentation. The premier’s office did not respond to questions prior to publication, the report said.
