Ottawa Sets Up New Canada-U.S. Economic Committee Ahead of CUSMA Review

Canada’s government has moved early to organize its economic front ahead of the CUSMA review, with Prime Minister Mark Carney announcing a new Advisory Committee on Canada-U.S. Economic Relations. The committee is meant to bring together leaders from business, investment, trade, and labour at a sensitive moment for the Canadian economy. Carney said 85% of Canada’s trade with the United States remains tariff-free, signalling that Ottawa wants to enter the review from a position of relative strength while trying to preserve and build on that advantage.
According to the official announcement, the committee will be chaired by Dominic LeBlanc and includes 24 members from major sectors of the Canadian economy. Its first meeting is scheduled for April 27, 2026. The move suggests Ottawa wants a tighter consultation structure with top economic voices before the joint review begins, especially as businesses push for more certainty around cross-border trade rules.
The timing matters because the CUSMA joint review is set for July 1, 2026, six years after the agreement entered into force in July 2020. At that stage, the three countries can consider changes to the agreement or decide by consensus to extend it for another 16-year term. If no consensus is reached, annual reviews would continue until 2036.
Politically, the decision sends two messages: one to Washington, that Canada is approaching the next phase with a more organized and broader advisory structure, and another to domestic markets, that the government is trying to reduce uncertainty before it affects hiring and investment. Economically, Ottawa’s urgency reflects the sheer scale of integration with the U.S. market: the two countries exchanged nearly C$3.6 billion in goods and services every day in 2024, while Canadian government documents continue to show a high level of export dependence on the United States.
