Senator: Trump greenlights bipartisan Russia sanctions bill

U.S. Senator Lindsey Graham said President Donald Trump has "greenlit" a bipartisan bill aimed at tightening sanctions on Russia, after the two met on Wednesday, January 7, 2026.

Reuters reported the legislation would target countries that continue doing business with Russia, including buyers of Russian energy exports, as part of efforts to pressure Moscow to negotiate a peace deal with Ukraine.

Graham said the bill would allow Trump to punish countries buying cheap Russian oil, citing China, India and Brazil as potential targets, and said he hopes for a strong bipartisan vote as early as next week.

The Associated Press said the package would authorize tariffs and secondary sanctions on countries purchasing Russian exports such as oil, gas and uranium, in a bid to reduce funding for Russia's war effort.

A White House official told Reuters in November 2025 that Trump would sign the bill if it includes language ensuring the president retains final authority over sanctions decisions.
