What Canada’s expanded air deals with Saudi Arabia and the UAE could mean for travellers

After Canada expanded its air transport agreements with Saudi Arabia and the United Arab Emirates, observers expect travellers to see more flight options over time as weekly passenger capacity increases and cargo provisions are widened. Ottawa says the move supports competition, strengthens connectivity and boosts trade ties.
Canada announced the changes in December 2025. Under the updated terms, weekly passenger services with Saudi Arabia can rise to up to 14 flights per side, up from four, alongside expanded cargo rights. For the UAE, weekly passenger services can rise to up to 35 flights per side, up from 21, also with expanded cargo rights.
Aviation analysts say stronger Middle East competition could raise passenger expectations around service quality and put more pressure on Canadian carriers, while pricing and schedules will ultimately depend on airline operating decisions and seasonal demand.
