Calls grow for Canada to publish government AI prompts for transparency

Debate is growing in Canada over how transparent governments should be when deploying generative AI in public services, with calls urging institutions to go beyond general disclosure and publish the prompts/instructions that shape AI outputs—framing them as a core accountability mechanism.
The discussion comes alongside federal guidance on responsible generative AI use, including the Treasury Board’s Guide on the use of generative AI, and broader governance frameworks that emphasize transparency, risk mitigation, and oversight in automated decision systems.
Canada’s privacy regulator has also issued principles for responsible, trustworthy, and privacy-protective generative AI, while the Canadian Centre for Cyber Security highlights risks and mitigation measures—often cited in arguments for redacted, “safe” disclosure models rather than full prompt release
