Canada to Temporarily Pause Home Care Worker PR Program Starting 2026

Immigration, Refugees and Citizenship Canada (IRCC) has announced a temporary pause in accepting applications under the Home Care Worker permanent residence program, effective in 2026, citing an overwhelming surge in demand that exceeded the program’s operational capacity.

 

According to the department, the decision aims to review program operations and address application backlogs, in order to improve processing efficiency and service quality.

 

The Home Care Worker pathway is a key immigration route for thousands of caregivers supporting children and seniors across Canada, making the pause a decision with significant human and social implications.

 

IRCC emphasized that the suspension is temporary and that previously submitted applications will continue to be processed under existing rules, while options for reopening the program in a more sustainable format are being assessed.
