Canada Resumes Removals to Four Gulf States After Six-Month Suspension

Canada has resumed the enforcement of removal orders to the United Arab Emirates, Qatar, Kuwait and Bahrain, ending a temporary suspension that had been in place for about six months because of security concerns in the region.
The change took effect on September 23, 2026, after the four Gulf states were removed from the Canada Border Services Agency’s list of countries and regions covered by an Administrative Deferral of Removals, commonly known as an ADR.
Ottawa introduced the temporary suspension on March 24, when the CBSA said volatile and unpredictable conditions in the region posed generalized risks to civilian populations in the UAE, Kuwait, Bahrain and Qatar.
The lifting of the measure does not mean that citizens of the four countries living in Canada are automatically subject to removal.
Enforcement applies to individuals who have been found inadmissible to Canada and whose removal orders have become enforceable after any legal procedures capable of preventing or delaying their removal have been completed.
Canada issues three main types of removal orders: departure orders, exclusion orders and deportation orders. The consequences of each differ, including the conditions under which a person may later be permitted to return to Canada.
Administrative deferrals are used when Canadian authorities determine that conditions in a country, including armed conflict or a humanitarian crisis, create a generalized risk to civilians. The measure can be lifted once the CBSA determines that the circumstances that prompted the suspension no longer justify delaying removals.
Even while the temporary suspension was in place, certain serious inadmissibility cases were not protected by the deferral, including cases involving national security, criminality, organized crime, international or human rights violations.
Canada continues to apply administrative deferrals of removals to several other countries and territories, including Lebanon, Syria, Yemen, Libya, Iran, Sudan, Israel, Gaza and Ukraine.
