Canada waives biometrics for certain FIFA invitees to streamline World Cup 2026 visitor visas

Immigration, Refugees and Citizenship Canada (IRCC) has issued a temporary public policy allowing select "FIFA-invited applicants" to be exempted from biometrics (fingerprints and photo) when applying for a Temporary Resident Visa (TRV) for the specific purpose of participating in FIFA 2026 events or related activities.

 

IRCC framed the measure as part of Canada’s preparations to co-host the 2026 FIFA Men’s World Cup with Mexico and the United States. Canada is set to stage 13 matches from June 11 to July 19, and Vancouver will host the FIFA Congress in April. IRCC estimates up to one million visitors overall, with roughly 7,000 travellers expected to fall under the "FIFA-invited" category that holds an official FIFA letter of invitation.

 

Who is eligible


Under the policy, officers may grant the biometrics exemption if the applicant meets the stated conditions, including:

 

  • The TRV application is submitted between November 25, 2025 and July 20, 2026.
  • The applicant holds an official FIFA letter of invitation.
  • The applicant is not linked to adverse information that could lead to inadmissibility findings under the provisions cited in the policy.
    A parallel eligibility pathway is also outlined for invitees holding diplomatic or official passports, provided they meet the same core conditions.

 

Effective dates


The policy takes effect on November 25, 2025 and applies to new and pending applications on that date. It expires on July 20, 2026 and can be revoked at any time without notice. The document is signed by Immigration Minister Lena Metlege Diab and dated February 10, 2026.
