Canada’s IFHP to introduce co-payments for refugees and asylum seekers starting May 1, 2026, while doctor and hospital care stays fully covered

Immigration, Refugees and Citizenship Canada (IRCC) says it will introduce co-payments on certain supplemental health products and services under the Interim Federal Health Program (IFHP) effective May 1, 2026. The IFHP provides temporary coverage for eligible groups, including refugee claimants, protected persons and resettled refugees, until they transition to provincial or territorial health coverage.
Under the change, IFHP beneficiaries will pay a $4 co-payment for each eligible prescription filled or refilled, and 30% of the IFHP-covered cost for other eligible supplemental benefits, such as dental and vision care, counselling and certain assistive devices. Beneficiaries pay these amounts directly to the provider at the point of service, while basic benefits, including physician and hospital services, remain free of charge with no co-payments required.
IRCC’s guidance also clarifies that co-payments do not apply to basic benefits, to supplemental services received before May 1, 2026, nor to certain services outside Canada (pre-departure medical services) or immigration medical examinations.
