Quebec to Reopen Family Sponsorship Intake in July

Quebec is set to reopen the intake of undertaking applications under the family reunification category, offering a new opportunity for families waiting to continue sponsorship files through the province. According to the Government of Quebec, the new intake period will run from July 2, 2026, to June 30, 2028, with a maximum of 15,700 undertaking applications.

The cap will be divided into two main groups: up to 13,300 applications for sponsors of a spouse, common-law partner or conjugal partner, and up to 2,400 applications for sponsors of a father, mother, grandfather, grandmother or certain other eligible relatives. Quebec says the ceiling is intended to align application intake with the province’s planned annual immigration levels in the family reunification category.

However, the reopening does not mean every sponsor can send an application immediately. Quebec has introduced a phased intake schedule based on the date of the sponsor eligibility letter issued by Immigration, Refugees and Citizenship Canada, or the IRCC acknowledgment of receipt for certain in-Canada spouse or common-law partner cases. Sponsors with eligible documents dated no later than July 31, 2024, may submit as of July 2, 2026, with later groups opening gradually through 2026, 2027 and 2028.

Some applications are exempt from both the cap and the phased schedule. These include applications involving a sponsor’s dependent child, a minor child to be adopted, an orphaned minor child who is a sibling, nephew, niece, grandson or granddaughter, and certain adult dependent children who depend on a parent because of a physical or mental condition. These individuals must not be married or in a common-law relationship. Applications to add a dependant to an existing undertaking file are also exempt.

Quebec warns that applications submitted before the allowed date under the schedule will be considered inadmissible and returned without processing. Applications must be mailed only, using the forms available on Quebec.ca, and must include the required supporting documents, including the IRCC eligibility letter or acknowledgment of receipt where applicable.
