Canada Begins Designing Lab for Pre-Clinical Vaccine and Treatment Research

Canada has begun the design phase of a new Winnipeg laboratory intended to develop and test vaccines, treatments and diagnostic tools before they advance to human trials, as part of a broader effort to strengthen national preparedness for future pandemics and public health emergencies.
The Public Health Agency of Canada announced on August 5, 2026, that Architecture49 had received a C$10.2-million contract to provide architectural and engineering services for the facility, which will be built beside the National Microbiology Laboratory in Winnipeg.
The announcement does not mean the laboratory is operating or that Canada has begun producing new vaccines. The contract covers the design stage only, which is scheduled to be completed by 2029. Construction is expected to begin in 2030, with the completed facility targeted for 2033.
The laboratory will focus on pre-clinical research, the stage in which scientists assess a potential vaccine or treatment in laboratory studies before it can proceed to clinical trials involving volunteers or patients.
The term “medical countermeasures” refers to tools used to diagnose, prevent or treat diseases during outbreaks and other health emergencies. They can include vaccines, medicines, therapies and diagnostic tests.
The facility is expected to contain Level 2 and Level 3 containment laboratories, allowing researchers to work with different infectious agents under strengthened safety requirements. It will not be a hospital or public treatment centre, but a research facility supporting the development of products before clinical use or regulatory approval.
The federal government says the project reflects lessons from the COVID-19 pandemic, when countries faced pressure to develop and test vaccines, therapies and diagnostics quickly and often depended on research and production capacity outside their borders.
The new facility will operate alongside the National Microbiology Laboratory, which conducts infectious-disease research and surveillance and works with Canadian universities on laboratory innovation and the training of public health scientists.
