Canada and Germany sign AI declaration, launch Sovereign Technology Alliance

Canada and Germany signed a Joint Declaration of Intent on artificial intelligence on Saturday, February 14, 2026, on the margins of the Munich Security Conference in Munich, and announced the launch of a new Sovereign Technology Alliance. The agreement was signed by Canada’s Minister of Artificial Intelligence and Digital Innovation Evan Solomon and Germany’s Minister for Digital Transformation and Government Modernization Karsten Wildberger.
Canada said the declaration builds on the Canada-Germany Digital Alliance announced in December 2025 and provides a practical framework to expand bilateral cooperation on AI, with an emphasis on secure, resilient and sovereign capabilities.
Cooperation under the declaration will focus on expanding secure compute infrastructure, accelerating AI research and commercialization, and strengthening talent development to address critical skills gaps - measures intended to help researchers, startups and industries scale innovation and compete globally.
The Sovereign Technology Alliance is described as a platform for practical cooperation with trusted partners to strengthen sovereign AI capacity and reduce strategic technology dependencies, with a goal of delivering real capability and shared economic benefit.
Officials also discussed potential future collaboration with organizations working on safe-by-design AI systems, including LawZero founded by Turing Award winner Yoshua Bengio.
