European publishers file complaint against Google’s AI Overviews

The European Publishers Council said it has filed an EU antitrust complaint against Google over its AI-generated search summaries known as “AI Overviews”, arguing the feature, alongside “AI Mode”, is diverting traffic away from publishers and squeezing revenues tied to journalism and digital advertising.
In its filing, the group says embedding AI summaries and chatbot-style responses directly into the dominant search interface turns Search from a referral service into an “answer engine” that keeps users on Google, while using publishers’ content without effective opt-out options or fair remuneration.
Google rejected the claims, saying they are inaccurate and that it provides controls for site owners to manage their content, while it reviews technical options for opting out of generative AI features. Publishers counter that opting out in practice can mean reduced search visibility.
The complaint lands as the European Commission continues a formal probe opened in December 2025 into whether Google may be abusing its market power by imposing unfair terms on publishers in relation to AI-powered search features.
