Kushner Presents Four-Phase Gaza Reconstruction Plan in Davos, Ties Progress to Disarmament

Jared Kushner, a senior adviser to the U.S. president, presented on Thursday a four-phase plan to rebuild the Gaza Strip, outlining a long-term vision extending to 2035 and projecting investments exceeding $25 billion, according to coverage of the presentation delivered alongside the World Economic Forum meetings in Davos.
Under the proposed framework, the first phase would focus on Rafah and Khan Younis in southern Gaza. The second phase would expand development around Khan Younis, followed by a third phase aimed at upgrading major refugee camps across the enclave. The final phase would prioritize rebuilding Gaza City in the north.
Reports describing the plan said it includes the construction of a new seaport and airport, as well as a network of rail links and major road corridors designed to connect Gaza’s cities. The proposal also allocates significant portions of the coastline for beach tourism and mixed-use residential and commercial projects, while reserving inland areas for housing zones and large industrial complexes that would include production facilities and data centers.
Kushner’s presentation set economic targets that include lifting Gaza’s economy to more than $10 billion within a decade and increasing average household income to over $13,000 per year, according to published details of the plan.
On security, Kushner emphasized that the next stage would center on disarmament, calling for the immediate removal of heavy weapons and a phased approach to small arms by area. Reconstruction efforts, the plan suggests, would move forward in zones where disarmament has been fully implemented.
The proposal was presented as part of a broader U.S. initiative announced in January to establish new structures for a post-war transitional period in Gaza, amid ongoing debate over funding and governance. The United Nations has estimated Gaza’s reconstruction costs at roughly $70 billion.
