U.S. Expands Visa Restrictions on Birth Tourism Networks

Washington has expanded its restrictions related to “birth tourism,” targeting people who knowingly help arrange travel to the United States for women seeking to give birth and obtain U.S. citizenship for their children, rather than focusing only on visa applicants themselves.
The new policy covers owners and operators of commercial networks that organize such trips, visa intermediaries who help applicants provide misleading information, and foreign medical providers who knowingly assist in facilitating the travel. Secretary of State Marco Rubio announced the measures on September 23.
The U.S. administration says some of these networks charge tens of thousands of dollars for packages covering travel, accommodation and childbirth arrangements. No companies or individuals have yet been publicly identified as subject to the new restrictions.
The move follows an executive order issued by President Donald Trump on August 6 directing the State and Homeland Security departments to take action against individuals and organizations that organize or facilitate birth tourism. U.S. rules already bar the use of visitor visas when giving birth to obtain citizenship for a child is the primary purpose of travel
