Canada amends Syria sanctions, delists 24 entities to reduce barriers to economic recovery

Canada said Foreign Affairs Minister Anita Anand has announced amendments to sanctions under the Special Economic Measures (Syria) Regulations, including lifting broad economic prohibitions linked to the former Assad regime that had been in place since May 2011.

 

Global Affairs Canada said the changes ease restrictions related to imports and exports, investment activities, and the provision of financial and other services, including measures tied to telecommunications monitoring and petroleum-related transactions.

 

The government also delisted 24 entities and one individual “to reduce barriers to economic activity” and enable transactions with state-affiliated entities in sectors it described as critical to Syria’s recovery.

 

At the same time, Canada introduced two new listing criteria and imposed new sanctions on six individuals, citing gross and systematic human rights violations and actions undermining Syria’s peace, security and stability.

 

The backgrounder said a previously issued “General Permit (Syria)” would no longer be necessary following the amendments and would not be renewed upon expiry on Feb. 23, 2026.
