Canada beats 2025 Francophone immigration target outside Quebec, adds 5,000 extra selection spaces from 2026

IRCC said Canada exceeded its Francophone immigration target outside Quebec for a fourth straight year in 2025. Preliminary year-end data showed more than 29,500 French-speaking permanent residents were admitted outside Quebec, representing 8.9% of all permanent resident admissions outside the province, above a target of 8.5%.

 

Minister Lena Metlege Diab said French-speaking newcomers support workforce needs and the economic vitality of Francophone and Acadian minority communities, and help strengthen Canada’s official languages.

 

Under the 2026-2028 Immigration Levels Plan, IRCC reaffirmed targets of 9% in 2026, 9.5% in 2027, and 10.5% in 2028 for French-speaking PR admissions outside Quebec, on a pathway toward a 12% target by 2029.

 

IRCC also said that starting in 2026, the federal government will reserve 5,000 additional “federal selection spaces” for provinces and territories to designate French-speaking immigrants, on top of annual Provincial Nominee Program allocations.

 

The FCFA welcomed the target being met, but noted the absolute number in 2025 (29,500) was lower than 2024 (30,550), highlighting ongoing demographic pressures.
