Canada Welcomes 393,500 Permanent Residents in 2025: Close to the Set Target

Canada continues to welcome large numbers of permanent residents, with a total of approximately 393,500 permanent residents in 2025, according to data from the Canadian Ministry of Immigration, Refugees and Citizenship (IRCC).

 The ministry confirmed that this number aligns with the government's targets for admitting permanent residents, although it is slightly below the projections set by the federal government in the fall of 2024.

 

At that time, Ottawa revealed its immigration levels plan for the period between 2025 and 2027, aiming to curb population growth in the short term. The figures released on Thursday show that the number of accepted residents in 2025 fell about 2,000 short of the targets of 395,000 permanent residents. Canada plans to admit 380,000 permanent residents in 2026, with the same number expected in 2027. Furthermore, the government has pledged to keep the number of permanent residents below 1% of the total population.
