Canada, South Korea move toward broader defence pact after signing classified-information deal

Canada and the Republic of Korea (South Korea) have signed an agreement to protect and exchange military and defence classified information, while launching steps to begin negotiations on a wider Defence Cooperation Agreement aimed at strengthening interoperability and enabling deeper armed-forces cooperation.

 

The announcements were made during the second Canada–ROK “2+2” foreign and defence ministerial meeting in Ottawa on February 25, 2026, bringing together the two countries’ foreign and defence ministers.

 

In its joint statement, Canada said the upcoming Defence Cooperation Agreement is intended to create a legal framework to facilitate cooperative activities and improve interoperability, alongside continued work on defence science, technology and materiel cooperation.

 

The statement also highlighted expanded cooperation on cyber resilience and threat information-sharing, confirmed inaugural Canada–Korea cyber policy consultations in March 2026, and committed to deeper dialogue on AI policy and space security.

 

Canadian Press reporting described the classified-information agreement as a legal foundation to broaden collaboration across areas such as defence procurement, industrial security and research, as Ottawa seeks to diversify partnerships and defence-industrial links.
