Canada and UAE Move Toward Broad Trade Deal After Talks Conclude

Canada and the UAE formally announced the conclusion of negotiations on July 24. The talks were launched following Carney’s visit to the UAE in November 2025. The conclusion of negotiations means that both sides have agreed on the substance of the deal, while tariff reductions and other trade commitments will depend on the agreement entering into force.
According to the Canadian government, the Comprehensive Economic Partnership Agreement is expected to improve market access, reduce barriers to trade, strengthen supply-chain resilience and create new opportunities for Canadian and Emirati workers and businesses.
The agreement is particularly important as Canada seeks to diversify its international trade and reduce its reliance on a limited number of markets, while the UAE continues to expand its network of economic partnerships and attract global companies and investment.
The UAE is Canada’s largest export market in the Middle East. Merchandise trade between the two countries was valued at approximately C$3.5 billion in 2025. Canadian merchandise exports to the UAE rose by nearly 10% year over year, following a 24% increase between 2023 and 2024.
Agriculture and food, aviation, energy, technology and services are among the sectors expected to benefit from stronger commercial ties. Canadian companies would also gain wider access to the UAE economy, which the Canadian government values at approximately C$700 billion.
Following the conclusion of negotiations, the agreement must complete the remaining steps before implementation. Its final terms will determine the goods and services covered, the schedule for reducing tariffs and the conditions governing business access to both markets.
