Carney Calls for New Economic Boldness

Prime Minister Mark Carney used a major global summit in Toronto to argue that Canada must respond to a more unstable world with greater economic ambition, not hesitation.
Speaking on Saturday, May 9, 2026, at the Global Progress Action Summit, Carney said Canada must “build again” by investing in housing, trade, artificial intelligence, and economic sovereignty. The summit brought together political leaders and policy experts from Canada, the United States, and Europe, including several federal cabinet ministers and former U.S. president Barack Obama.
Carney’s message came as Canada faces continued pressure from U.S. tariffs, affordability concerns, and a changing global trade order. He said Canada still has a strong trade relationship with the United States, noting that more than 85 per cent of Canadian goods cross the border tariff-free. But he also said Canada must be ready to invest in new markets and products if deeper integration with the U.S. is not possible.
The prime minister also pointed to artificial intelligence as a key part of Canada’s next economic strategy. He said Canadians want technology that is safe, sovereign, and capable of creating opportunity while strengthening public services.
Carney closed with a direct call for risk-taking, saying Canada must be willing to act boldly in a time of crisis. “We have to take risks again,” he said, adding that fortune favours the bold in moments of uncertainty.
For Canadians, the speech was not only about foreign policy or global leadership. It also connected directly to daily pressures around housing, jobs, prices, and public services. Carney’s message was that Canada cannot protect its future by simply defending the old order. It must build new capacity at home and compete more confidently abroad.
