Documents: Proposed U.S.-Saudi civilian nuclear deal may open the door to enrichment

Congressional documents cited by Reuters indicate the Trump administration is pursuing a U.S.-Saudi civilian nuclear cooperation pact that may omit traditional nonproliferation guardrails, reviving concerns that the framework could leave room for uranium enrichment or spent-fuel reprocessing.
Reuters described the effort as a “123 Agreement” track under U.S. law, where past U.S. deals have often sought explicit limits on enrichment and reprocessing and stronger IAEA-related safeguards such as the Additional Protocol.
The Associated Press reported arms-control experts warn that domestic enrichment capability, even for civilian purposes, is sensitive because it can be repurposed, and the debate is sharpening amid continued U.S.-Iran nuclear tensions.
