Qatar Denies $12 Billion Offer to Iran, Says Diplomacy Is Clear

Qatar’s Foreign Ministry has denied reports claiming that Doha offered Iran $12 billion in exchange for reaching an agreement with the United States. The ministry said Qatar’s diplomatic efforts are coordinated with regional partners and are “known and clear.”
The denial comes at a sensitive stage in talks aimed at ending the conflict between Washington and Tehran, where issues such as the Strait of Hormuz, sanctions, frozen Iranian funds and the nuclear file are all moving alongside regional mediation efforts involving Qatar and Pakistan. Reuters reported that senior Iranian negotiators held talks in Doha with Qatar’s prime minister and foreign minister as part of efforts to secure a possible deal with the United States, with discussions also touching on the possible release of frozen Iranian funds.
Reports in recent hours had focused on financial elements of the negotiations. Iran International reported that Tehran was demanding access to $12 billion in frozen assets held in Qatar as a condition for advancing talks with Washington. Qatar, however, denied the specific claim that it had offered Iran $12 billion to secure an agreement, a distinction that separates the issue of frozen Iranian funds from the allegation of a direct Qatari payment or offer.
Qatar is trying to maintain its position as a diplomatic mediator rather than a party financing a political bargain. Doha recently returned to the mediation track after a Qatari negotiating team arrived in Tehran in coordination with the United States to help narrow gaps and address outstanding issues with Iran, while Pakistan has remained a key mediator in the talks.
The denial matters because the regional environment is highly sensitive. Any financial or political leak could complicate negotiations, trigger regional reactions or fuel criticism of any emerging agreement with Iran. It also highlights how complex the U.S.-Iran track has become, moving beyond security and nuclear questions into frozen funds and competing political narratives.
