Saudi Arabia Introduces Two-Tier Hajj Accommodation System Ahead of 1448 AH

Saudi Arabia’s Ministry of Tourism has approved updated regulations for seasonal Hajj accommodation in Makkah and Madinah ahead of the 1448 AH season, covering licensing, classification and violations while seeking to improve operational readiness and services for pilgrims.

Under the new standards, Hajj accommodation will be divided into Economy and First Class categories, with separate requirements covering guest rooms, shared facilities, reception areas, cleanliness, maintenance and services.

Facilities will also face inspections at several stages — before licensing, before opening and during operations — rather than being assessed only when a licence is issued. The inspections are intended to ensure continued compliance with operating and service standards throughout the Hajj season.

Tourism Ministry spokesperson Nasr Al-Ansari said the updated framework focuses on ensuring facilities are ready before pilgrims arrive, including compliance with safety and maintenance requirements and the continued availability of essential services.

The ministry urged operators seeking a licence for the 1448 AH Hajj season to complete maintenance and preparations early and begin the licensing process in advance.
