Officially cited reports said priority in the initial phase will go to applicants who have not previously performed Hajj, with booking potentially extended later if capacity remains available.
The ministry also outlined key eligibility conditions, including a minimum age of 15 and compliance with approved health requirements. It added that contracting must be completed only through licensed companies listed on Nusuk to finalize procedures, payment, and permit issuance.
