Carney joins Quebec and Newfoundland and Labrador premiers for major energy announcement

Prime Minister Mark Carney will take part in an announcement on energy security and economic development in St. John’s on Monday alongside Newfoundland and Labrador Premier Tony Wakeham and Quebec Premier Christine Fréchette, as attention focuses on new developments involving the Churchill Falls hydroelectric project. The announcement is scheduled for 1:45 p.m. local time.
Federal officials held a technical briefing Monday morning on clean-energy projects in Labrador and Quebec, with the information under embargo until the Prime Minister begins his remarks, meaning full details of the projects and agreement are expected later in the day.
The development follows negotiations between Newfoundland and Labrador and Quebec over the future of Churchill Falls and additional development on the Churchill River. The two provinces reached a framework in December 2024 aimed at replacing the historic 1969 arrangement and expanding hydroelectric generation, including the proposed Gull Island project.
Newfoundland and Labrador subsequently reassessed the proposed arrangement. An independent review released in May 2026 concluded that the memorandum of understanding, as then structured, was not in the province's overall best long-term interest, citing concerns involving electricity pricing, access to power, transmission infrastructure and governance.
Canadian reports indicate that renewed negotiations have made progress and that a revised agreement is close to being announced, potentially including improved terms for Newfoundland and Labrador, increased generation capacity and greater transmission access through Quebec. Final details, however, are awaiting Monday's official announcement.
