More Protection for Women in Canada as New Cosmetic Allergen Rules Take Effect

Women in Canada can now get more information about ingredients that may trigger skin allergies or irritation before buying new cosmetic products, following the latest phase of federal fragrance-allergen labelling requirements that took effect on August 1, 2026.
Under the new requirements, newly marketed cosmetics must disclose an expanded list of fragrance allergens in their ingredient lists, bringing the number covered by the labelling rules to 81 allergens when they are present above specified concentration thresholds.
Health Canada says certain fragrance ingredients can cause allergic contact dermatitis in some people. Listing these allergens separately gives consumers a better opportunity to identify ingredients they are allergic or sensitive to, or simply wish to avoid.
Canada had already required both new and existing cosmetics to disclose 24 fragrance allergens as of April 12, 2026. Disclosure is required when an allergen is present above 0.001% in leave-on products or 0.01% in rinse-off products. The expanded requirements began applying to new cosmetics on August 1.
Existing cosmetic products have a transition period and will be required to comply with the expanded allergen list by August 1, 2028.
