Mecca Defence Pact Moves Toward Implementation with Joint Military Mechanisms

Saudi Arabia, Türkiye and Pakistan are moving their new defence agreement from a collective-security declaration toward operational political and military mechanisms, including high-level coordination, joint exercises and deeper defence-industry cooperation.

 

Turkish officials said Thursday that the three countries will establish coordination mechanisms bringing together foreign and defence ministers and armed forces commanders, while conducting joint exercises across land, sea, air and cyber domains.

 

The framework also covers unmanned systems, electronic warfare and artificial intelligence, alongside joint development, production and technology transfer in defence industries.

 

The three countries signed the Mecca Joint Defence Agreement on August 7, establishing the principle that an armed attack on one member is considered an attack on all. Thursday’s development is therefore not the signing itself, but the first substantive outline of how that commitment is intended to operate.

 

The new details give the pact greater substance than a political declaration. Its real significance, however, will depend on how the mutual-defence clause operates during an actual attack and how the new structure interacts with each country’s existing security alliances.
