U.S. President Donald Trump is facing growing pressure inside Washington to find a way out of the war with Iran, as American intelligence agencies assess how Tehran might respond if he declared victory and moved to de-escalate the conflict.
Reuters reported that the intelligence review was requested by senior administration officials seeking to understand the consequences of a possible U.S. pullback after nearly two months of war.
The review suggests that Washington is not only weighing military options, but also examining the political shape of a possible exit. If Trump presents de-escalation as a successful outcome, Iran may still interpret a U.S. reduction in military presence as a victory for Tehran.
The pressure on the White House is also political. A White House official told Reuters that pressure on Trump to end the war has become “enormous,” amid concerns about the conflict’s impact on Republicans in the midterm elections and its economic consequences, including higher oil and gasoline prices.
The Strait of Hormuz remains central to the crisis. Reuters reported that diplomacy has not yet succeeded in fully reopening the vital waterway, while the Trump administration continues to link any settlement to broader issues, including Iran’s nuclear program.
In a separate diplomatic track, Trump was described as unhappy with Iran’s latest proposal because it did not directly address the nuclear file. According to Reuters, Tehran wants to delay nuclear discussions until after the war ends and Gulf shipping disputes are resolved, while Washington insists that nuclear issues must be addressed from the start.
The discussion around a possible “declare victory” scenario does not mean a final decision has been made. It does, however, show the difficult position facing the administration: continue a costly war, or reduce escalation in a way that does not allow Iran to claim it forced a U.S. retreat.
