Canada Moves to Reform Air Passenger Complaints and Rights

According to the federal update, the government is proposing amendments to the Canada Transportation Act that would transfer responsibilities related to air passenger rights and complaints resolution from the Canadian Transportation Agency to the Minister of Transport. The proposed changes are also intended to improve transparency in the complaints process and strengthen enforcement of passenger rights rules.
Transport Canada’s 2026-2027 plan also says the department will continue simplifying the air passenger rights regime and making the processing of air travel complaints more efficient.
The move does not mean the new rules are fully in force today, as the changes are tied to proposed legislative amendments. Still, it signals that air passenger rights are becoming a more prominent federal priority at a time when many travellers continue to complain about slow complaint handling and confusing compensation rules.
For travellers, the practical advice is clear: keep all documents connected to the trip and the disruption, including booking numbers, boarding passes, airline messages, receipts and proof of delays or cancellations. These records may be important when requesting compensation or filing a formal complaint.
